They are being sold exclusively via One Piece Mugiwara Stores all over Japan, and each one costs 1,800 yen (plus tax). The release dates for these unique oppai mouse pads vary for each store, as the One Piece Mugiwara Store has several branches in Tokyo, Osaka, Nagoya, and Fukuoka.
Well, at least they are not as heavy (or expensive) as those life-size Dead or Alive mouse pads…
